The sponsors of Working Paper 2.1 includes The Republic of Slovenia, United Kingdom, Russia Federation, The Federal Republic of Germany, Italian Republic, Poland, Spain, Greece, Hungary, Republic of Lithuania, Ireland, Czech Republic, and Austria, while the sponsors of Working Paper 2.2 includes Saudi Arabia and Vietnam.
In this working paper the sponsors have drafted several solutions for dealing with the issue of refugees and immigrants.
The WP 2.1 announced that they’d like to enhance the security of European countries, because of which they can prevent their civics and legal immigrants from the illegal ones. Besides, setting up additional refugees camps is also another solution for this issue, whose reason is in order to control the immigrant flow. In addition, Transforming camps into more meaningful and sustainable communities.
About the relocation problem, the Working Paper 2.1 has made an abundant detail.
  1.  Stresses the participations and shared responsibility of all EU member states
2.  Establishes fair and efficient criteria for responsibility distribution
a.Decides the minimal quantity of refugees by standard of size of population, total GDP, welfare, unemployment rate and number of applications
b.Receiving countries get financial reward for each person received
c.Countries relocating refugees receive financial support to cover transport and other cost for each person relocated
3.  Decides the duration of stay and repatriate agreement
4.  Decision of recipient country
a.Respects refugee’s own decision
b.Matching skills
c.Geographic convenience
d.Recipient country’s standard
Our agency thinks that this working paper has announced a lot of specific solutions in this issue which can do help the refugees and immigrants to get out of the dilemma. However, there are still some problems is waiting for them to re-discuss. What kind of supplies will each country provide for the refugees specifically? Since every country has different capability of financial aids, so how can they arrange this problem? Besides, how long can the refugees live in their countries? Forever or just a few days? Our agency is waiting for the result of these problems.
